Chelsea Football Club has been hit with a £10 million fine and a suspended two-window transfer ban by the Football Association (FA) following a lengthy investigation into historical regulatory breaches.
The sanctions were handed down after the Premier League club admitted to 74 separate breaches of FA rules. These violations primarily involved regulations covering football agents, working with intermediaries, and third-party investments in players during the Roman Abramovich era.

Secret Payments and High-Profile Transfers
The breaches span a 13-year period between 2009 and 2022. According to the FA’s findings, the club made millions in undisclosed payments to unregistered agents and third parties connected to player transfers. The financial mismatches, which were reportedly worth around £47 million, were not properly logged in the club’s submitted accounts to football authorities.
Reports indicate that the suspect payments were linked to several high-profile transfers completed during Abramovich’s ownership. Deals bringing club legends such as Eden Hazard, Samuel Eto’o, and Willian to Stamford Bridge are believed to be among those investigated.
Successful Appeal Reduces Sporting Penalty
The punishment could have been far worse for the West London outfit. An initial Independent Regulatory Commission had originally slapped Chelsea with a suspended six-point deduction in the Premier League, alongside the financial penalty.
However, Chelsea swiftly appealed the decision. An independent appeal board subsequently ruled in the club’s favor, setting aside the suspended points deduction and replacing it with a suspended two-window transfer registration ban. The transfer ban will remain suspended until June 30, 2027.
The £10 million fine, which was not subject to the appeal, stands firm. The FA has confirmed that the entire sum will be redirected and invested heavily into grassroots football initiatives across England.
Self-Reporting and Club Statement
The historical rule-breaking only came to light because the club’s new ownership structure, led by Todd Boehly and Clearlake Capital, voluntarily reported the discrepancies. The consortium unearthed the suspect payments in May 2022 while conducting due diligence during their £2.5 billion takeover of the club from Abramovich.
Chelsea had already entered into sanction settlements regarding this exact matter with both the Premier League and UEFA in recent years, paying significant fines to both governing bodies.
Following the FA’s announcement, the club released an official statement expressing satisfaction that the long-running saga has finally concluded.
“Chelsea Football Club is pleased to confirm that a final decision has been reached by The FA’s judicial bodies in relation to historical regulatory matters that were self-reported by the club,” the statement read.
“In 2022, the club self-reported potential historical rule breaches to all applicable regulators. Following that report, it has worked openly and transparently with all regulators, including voluntarily and proactively disclosing many thousands of documents. The club is pleased to confirm that, now the FA process has concluded, this brings all regulatory proceedings against the club to a close.”
